Senior Manager, Compliance

I. Job Overview: 
Support the Vice President of Legal and Compliance Department in ensuring the full compliance within the bank with laws, regulations, and internal policies. You will work closely with senior management and other stakeholders to identify and mitigate compliance risks, develop and implement compliance programs, conducting compliance review, provide training and guidance to employees, and assist in monitoring compliance statuses and breaches (if any).

II. Job Description: 

  1. Ensure AEON SPECIALIZED Bank (Cambodia) PLC (ASB) is complied with applicable laws and regulations including compliance with anti-money laundering and countering financing of terrorism (AML & CFT) requirements,
  2. Assist to ensure proper implementation of all approved policies and procedures including the AML & CFT,
  3. Support in ensuring appropriate AML and CFT policies and procedures including customer due diligence (CDD), enhanced customer due diligence (EDD), ongoing due diligence, reporting cash transaction report and suspicious transaction report and combating the financing of terrorism, are implemented effectively,
  4. Lead regular assessment of AML and CFT control mechanisms to ensure they are effective and sufficient to address changes in money laundering and terrorism financing (ML & TF) trends and update as required,
  5. Support to ensure the channel of communication from respective employees to the Compliance Officer is secured and information is kept highly confidential and handle appropriately,
  6. Ensure training program approved by the Board Risk Management and Compliance Committee (BRMCC) is timely and properly conducted to all/relevant employees, training materials, attendance, and post tests are in place,
  7. Assist in establishing the Annual Compliance Work Plan for BRMCC approval,
  8. Ensure Compliance Policies/Procedures/Regulations are in place and timely perform annual review or update,
  9. Assist in initiating compliance monitoring tools for monitoring compliance obligations at Head Office and at Branch Level,
  10. Facilitate to ensure all new and/or updated regulations are escalated to related sections with the key highlights of obligation with timelines and track compliance statuses until completion,
  11. Assist to ensure full complied with internal and external obligations of all Unit/Sections/Departments,
  12. Facilitate with initiating independent, reliable and trustworthy compliance advice based on compliance concepts,
  13. Support to ensure cash transaction reports (CTRs) and suspicious transaction reports (STRs) are timely, accurately and completely report to CAFIU,
  14. Assist in ensuring internally generated suspicious transactions are appropriately and timely handled and evaluated prior to submission to the Cambodia Financial Intelligence Unit (CAFIU),
  15. Assist in establishing compliance preview program and timely performed based on annual compliance work plan,
  16. Assist in preparing compliance training materials and tests/quizzes, and provide compliance trainings to all employees including new joiners and senior management,
  17. Support in identification of ML & TF risks associated with new products and services or arising from ASB’s operational changes including the introduction of new technologies and processes,
  18. Assist in providing insights/opinion for advising business owners and management on the compliance perspective,
  19. Assist to foster Code of Conduct to all employees,
  20. Assist in drafting reports to the Managing Director, ERMCC, BRMCC, and the Board on compliance topics,
  21. Assist in preparing reports related to compliance matters to Group companies as needed,
  22. Facilitate in performing ad hoc tasks assigned by management, BRMCC and/or the Board.
  23. Support with providing advice, coaching, and training to the team as needed.

 

III. Job Requirement:

  1. Hold a bachelor degree in Banking and Finance, Law or related fields. A master’s degree would be an advantage,
  2. More than 5 years experience in AML/CFT and Regulatory compliance in banking sector,
  3. Experience in handling regulatory inquiries with regulators and stakeholders,
  4. Extensive knowledge of laws and regulations, particularly related to banking and finance
  5. Professional certification in AML/CFT and/or regulatory compliance will be additional advantage (ICA, ACAMS, …etc),
  6. Capable to work independently and effectively with less supervision within the team and cross-functional teams across the Bank,
  7. Possess exceptional interpersonal, problem solving, analytical, investigation, communication, and management skills,
  8. Proficiency English knowledge including written and verbal communication,
  9. Willing to take extra miles to address work under fast pace environment and strict deadline,
  10. Confident with in conducting trainings to employees including at senior management levels;
  11. Proficiency in Ms Office especially Excel and presentation skills,
  12. Perform ad-hoc tasks delegated by supervisor and management.
